CPC took Secret Revenge on Archie Bonker
- and ended up with a Criminal Caution

1. Archie Bonker exposed Councillors illegal money making
Four Councillors put this illegal advert on their land beside the A30 trunk road.
They suppressed complaints about it at public meetings of CPC .
Archie Bonker reported it to NCDC, who prosecuted ASDA. ASDA was fined £1,000.
He reported the Councillors to the Standards Board for England
SBE confirmed Chairman, Vice Chairman and 2 Councillors breached Code of Conduct. |

2. This is how CPC took revenge (In secret closed sessions**)
CPC tried to take: a) The Wheelwrights Stone: b) Land at Cardinham Smithy
They had both belonged to Archie Bonker, since 1974.
CPC had never owned either or tried to claim them in the previous 100 years! |

3. This is how Archie Bonker fought back |

3.1. The Stone.
He wrote to ask CPC to withdraw its claim that the wheelwrights stone:-
"is considered to be the property of the Parish"
CPC ignored the letter, and a solicitors reminder. (That's normal for CPC)
But CPC pursued the claim. (Its solicitor was paid with your public money!). |

Archie Bonker’s solicitor had to put this notice in the Cornish Guardian to
assert ownership of the Stone because CPC refused to withdraw its claim.
CPC did not respond, and thus conceded defeat.

3.2. The Land. CPC couldn't prove it owned that either: -
Its own solicitor told CPC , “ you need to prove ownership to pursue this”
and also, “It is the responsibility of the PC to prove ownership, not Mr Bonker” |

4. The Secret Minutes** where CPC conducted its revenge
CPC refused to give the minutes to Archie Bonker.
He had to use the Freedom of Information Act, 2000 to get them.

5 The Information Commissioner (ICO) ordered their release
CPC instructed its Clerk, Mrs Hoskin, to deal with it.
We can prove CPC defied ICO for the next 3 years because ICO as given us
transcripts of 50 letters, emails, faxes and phone calls between ICO and CPC |

| |
6. Finally ICO served an “Information Notice”- a legal order.
Not responding, is a criminal offence under DP Act 1998, carrying a fine up to £5,000
CPC defied that too. (It risked a £5,000 fine to keep the minutes secret!) |

7. The Clerk was interviewed under the Police and Criminal
Evidence Act 1984.
She admitted the offence and accepted Caution on behalf of CPC
