Cardinham Parish Council Puts Precept up 10% 

 

          NB. The "Precept" is the money CPC takes from you to spend as it likes.   
           Cornwall Council collects it with the Council Tax, then gives it to CPC
. 

1. This is one of CPC's first decisions
 under the new Clerk   

   
  2.  In November, CPC voted not to put precept up

3.  In December, CPC voted to put it up 10%

further consideration be given to next years's Precept figure, as more duties will be handed down to Parish Councils and Clerks.  The statement was confirmed by Cllr Martin(your Cornwall Councillor) and after considerable discussion, two propositions were put to the meeting.  the proposition by Cllr T Keat, seconded by Cllr G Tucker for a 10% increase to £9,900, was passed on a majority vote."                  (You can read the minutes for yourself at the CPC website)     

   
 

4. The precept rise appears to be unlawful. 
1.  No proposal to raise the Precept was advertised on CPC's Agenda.
                 This breached the most basic law of Parish Councils. 

2.  CPC decided to raise the precept in
"Any Other Business"
                It is unlawful to make any decision in "AOB" - another basic law! 


3.  CPC did not tell Parishioners what it wanted the money for
.
               There must be a specific budgetary reason for raising money.

The December minutes are inaccurate.
               We recall the rise was approved by the Chairman's casting vote, not a majority.

5. The precept rise appears to be double taxation.
1.  If CC wants CPC to do its work, CC must give CPC the money.        
     We've already paid our Council Tax to CC.  We don't want to pay again.  
      
2.  Cllr Martin CC supported the rise.  
     Can he tell us if CC policy is to impose extra taxation through Parish Precepts?

   
 

6. Do we want to give CPC more of our money to spend? 
     At present CPC spends most of its precept on the Clerk's salary, grass cutting and a   
     contribution to footpath maintenance. 
     We need to hear what CPC will be asked to do, or indeed be able to,  
     before we give it more money.
 
 

   
 

7. What should CPC do now?
     It could regularise the decision by putting a precept rise on the next Agenda
