The judge had no option but to make MrBonker pay.  CPC had his letter agreeing to the charges.
This over-rode the fact that CPC was in breach of LGA 1972 s228 by refusing to publish Minutes or let him copy them "without charge"
This demonstrates clearly that Parish Councils can flout the law with the support of the Court.

The judge told Mr Bonker he should have asserted his rights under LGA 1972.   Presumably he should have taken  CPC to court!
How many thousands would that have cost him?
